Don Hall, MPH


Don has experience in all aspects of non-profit and for-profit healthcare management, including public health, hospital systems and health plans. His extensive background includes executive level positions with Hospital Corporation of America, Lincoln National Corporation, EQUICOR and Blue Cross and Blue Shield of Texas. Prior to becoming a founding partner of DeltaSigma, LLC in 2006, Don served for eight years as President and CEO of Colorado Access, a non-profit provider-sponsored health plan focusing on Medicaid, Medicare and SCHIP.


He has been a member of the TPG International Health Academy since 2002 and has studied healthcare systems in Argentina, Germany, Italy, Ireland, Sweden and Switzerland. Don also serves as an editioral advisor and columnist for Managed Healthcare Executive.


Don is an avid bird watcher and is a Denver Audubon Master Birder.

Sherry Rohlfing


Sherry has experience in various aspects of managed care. Her career has centered on the successful creation and implementation of numerous programs that have led to product line expansion and new business development for health plans in both commercial and government sectors. Sherry worked in market research, product development and strategic business development and served as the Director of Managed Care for Special Populations at Blue Cross and Blue Shield of Texas. Before becoming a founding partner of DeltaSigma, LLC in 2006, she served as Vice President of Market and Business Development and Interim CEO at Colorado Access.


She has been a member of the TPG International Health Academy since 2007 and loves nature photography. 

Doug Bach

Senior Consultant, CIO and Technology

Doug's healthcare technology experience includes several providers of care, such as Federally Qualified Health Centers, private practices, insurance carriers, such as Blue Cross Blue Shield and Colorado Access, and a Healthcare Information Exchange.  He has experience with the integration of Medical and Behavior Health providers in multi-specialty provider groups, IPAs, Community Health Centers and has worked with venture capital startup firms in the roles of business planning and Chief Technology Officer. In addition,

Doug has served as virtual Chief Information Officer for several organizations, Rocky Mountain Cancer Centers, Colorado Access and other firms. He performed IT transitions by developing IT plans, executing on the plan and developing the IT staff to perform the ongoing support of these organizations. 

Nancy Beegle, MBA, BSN

Senior Consultant, Healthcare Operations

Nancy is an operations leader who has served in executive-level roles to build high-growth, profitable

and sustainable product lines from distressed operations or from the ground up. She has guided

diverse companies in health care, clinical trials, and research to greater levels of success. Leading

effective business initiatives with result-oriented teams and collaboration across departments to generate efficiencies, cut costs and position each organization for extreme growth.

Nancy served as VP of Operations for Cancer Clinics of Excellence and Clinical Services Director, Compliance Officer and Privacy Officer at Rocky Mountain Cancer Centers.


She started her nursing career in the public health arena as an Outreach nursing in migrant labor camps. This history has been extremely usefully as we move into Social Determinants of Health (SDoH) and how to identify and connect individuals to the needed resources.

Pam Coleman, MBA

Senior Consultant, Medicaid Innovation and Business Development

Pam Coleman has experience in Medicaid and other government programs.  Her expertise in Medicaid integrated managed care includes the implementation of programs for complex populations with a specific need for home and community-based services. She supports states and health plans with strategies for serving new Medicaid and exchange populations and in implementing innovative accountable care approaches to service delivery and payment reform.


Prior to becoming a consultant, Pam was the Senior Vice President at Optum, working with state and federal officials to implement creative, cost-effective initiatives to transform health care delivery systems. She worked on proposals for demonstrations, pilots, and new programs to service seniors and persons with disabilities.


Pam served as the Deputy Medicaid Director for the Texas Health and Human Services Commission from 2006 until 2010 administering the Managed Care Operations Department. She was responsible for the management of the state’s Medicaid and CHIP programs serving over 3.5 million Texans. Pam also led the development of the STAR+PLUS managed care model that provides integrated acute care, behavioral health and long-term services and supports for seniors and persons with disabilities.


Pam received her M.B.A. from the University of Massachusetts in Amherst.  She ventured down to Texas after receiving her degree and lives in Austin, TX where she enjoys the live music and BBQ.

Greg T. Greenwood, PhD, MBA

Senior Consultant, Behavioral Health

Greg has a comprehensive background in behavioral health including developing a start-up operation at BCBS of Texas, management positions at at Merit/Magellan and ValueOptions, leading a Medi-Cal expansion and CMS Duals Demonstration project at CareFirst in addition to a wide range of behavioral health consulting activities.


Greg combines a strong clinical perspective with demonstrated business experience.


In 2009, Greg founded Home for the Holidays, a non-profit organization that unites military families who can not afford to be together for important activities. The organization was recognized by the US Navy with a Champion Award. Greg enjoys hiking, reading, visiting the San Diego zoo and snow skiing.

LeNore Ralston, MA, LMFT

Senior Consultant, RFP Strategy

LeNore has nearly 20 years experience in the healthcare field that includes an extensive background in both behavioral health and RFP/grant response management and writing.


LeNore's behavioral health background ranges from providing clinical services to serving as the Executive Director of a Regional Mental Health Center. Her focus has been on Medicaid, Medicare and other underserved populations. 


Her background in RFP response management includes the successful response to a wide range of grant requests and RFPs in Medicaid, Medicare and commercial lines of business.


LeNore enjoys spending time with her black labs and participating in dog agility competitions. 

Ron Rohlfing

Senior Consultant, Vendor Program Management

Ron provides experience in technology and project management services.  Prior to joining DeltaSigma, he served as IT Programs Manager for Raytheon and Texas Instruments.

He is responsible for strategic development, growth and operations of Association vendor programs. This includes recruitment and retention, tracking and maintenance, webinar management and financial support. He is also responsible for development and management of vendor sponsorship opportunities. 

In his spare time, Ron enjoys golfing, home improvement and spending time with his family. 

Vibha Samoulian

Senior Consultant, Strategy and Provider Partnerships

Vibha is a dynamic business consulting expert focused on leading development of transformative solutions to achieve innovation, strategic growth and optimized operational performance. She has a broad spectrum of experience designing strategic and tactical solutions, strategic provider partnerships models, population health management, value-based delivery models, program development and operational/organizational redesign. 


At Blue Shield of California, she developed and led the Accountable Care Organization program integrating strategies across the payer, hospital system and provider groups.  She also developed and oversaw a multi-year integration strategy of a Medicaid health plan with the more traditional Blues organization. 


Vibha is passionate about fostering leadership, career aspirations, and diversity in school-age girls and young women and has directly led sponsorship and engagement activities with external community partners to mentor and promote leadership for young women.

Sam Toney, MD

Senior Consultant, Clinical Executive

Sam offers experience in designing and implementing integrated medical and behavioral health utilization, disease and care management programs across the country. He is a board-certified psychiatrist licensed to practice medicine in 26 states and also board certified in utilization review and quality assurance. 

He founded Health Integrated in 1996 in response to a market need for a system to address medical and behavioral health issues impacting consumers.

Sam leads a team of clinical professionals that provide a variety of services, including: clinical advisory, regulatory and compliance, performance consulting, medical necessity auditing, clinical documentation auditing and HIPAA consulting.

He has appeared in multiple publications and is a frequent speaker at major industry conferences, including the Medicaid Managed Care Congress.

Dan Tuteur, MHSA

Senior Consultant, FQHC and Community Health Strategy

Dan has healthcare experience across a broad spectrum including community health, finance, managed care, healthcare technology, hospital administration and health insurance. From 2012 until 2015, Dan served as Chief Strategy Officer at Colorado HealthOP, a nonprofit, member-governed health plan. 


From 1997 to 2012, Dan was the Executive Director of the Colorado Community Managed Care Network, a statewide membership organization that included all of Colorado’s Federally Qualified Health Centers (FQHCs) as members or affiliates. CCMCN’s scope included managed care, electronic health record support, data aggregation, analytics and clinical quality improvement.


Earlier in his career, Dan had progressive roles in finance, administration and analytics at an academic hospital and research center, and a nonprofit Medicaid health plan during its startup and early operational phases.


Dan was a Governor’s appointee to the Advisory Board to Colorado’s All Payer Database. He has served on numerous nonprofit boards. He is passionate about social justice and feels that everyone should have access to high quality, affordable health care. In his spare time, Dan enjoys bicycling, hiking, skiing and reading.
